What does a small penis (micropenis) mean medically?

A penis shorter than 4 cm when flaccid and shorter than 7.5 cm when erect is called a “small penis” and requires surgical treatment. It is found in about 0.14% of the population on average. This condition is congenital and often caused by hormonal or genetic factors.
